Under the Tamil Nadu Regulation of Rights and Responsibilities of Landlords and Tenants Act, 2017, a house or shop can be let only with a written agreement, and the landlord and the tenant inform the Rent Authority about it together. It is done online on the state's rent portal, tenancy.tn.gov.in.
